Advanced Technical Assistant The Information Systems Support (ISS) Support Service is answerable to SBM for providing EEC users with high performance IT support, IT infrastructure and Business Intelligence and WEB applications in order to participate actively and support the EEC Business.
 
JOB RESPONSIBILITIES
 

Within the "Information Systems Support" (ISS) Unit, the candidate will be assigned to the "UNIX, Internal Telecommunications and Applications" section, which is responsible for the management of "core business", telecommunications and development systems, and the maintenance of internal applications. He/she will ensure the evolutions of existing WEB applications, monitor the supervision system (BMC Portal) and "open-source" tools, and run new projects. In this regard, he/she will work in coordination with the facilities management (FM) and third-party application maintenance (TPAM) services. The selected candidate, under the supervision of the Head of the ISS service, will play a key role in the choice of technical direction to be taken by the section, and he/she will be responsible for the monitoring of activities, the various phases of a project's life, and for supporting projects and users. His/her activities will include:

analysis of requirements and drafting of general specifications;
supervision of technical projects and of the implementation team;
tests, acceptance and start-up;
monitoring of the budget;
communication with and support for users and other support units;
monitoring of FM and TPAM WEB contracts; monitoring of work, calls, developments in progress, and SLAs;
taking into account and supporting the BMC Portal environment, "open-source" tools and Web applications in coordination with the two facilities management bodies (TPAM and FM).

REQUIRED PROFILE
 
A university degree and at least five years' experience in project management.
A requisite experience in facilities management contracts or in the management of a project team.
A thorough knowledge of relational databases (ORACLE) and of development in Web environments (Php, Java, Javascript, html, etc.) is recommended. A knowledge of decision-making tools (Sunopsis, Business Objects, etc.), of the LINUX environment and of "open-source" tools would be an additional advantage.
Professional experience in the monitoring of multiple projects would be an advantage.
Knowledge of software tools: MS project, Toad.
Knowledge of the following tools would be an asset: Remedy, Business Objects, BO Designer, Microsoft Visio, Access, Zend Studio, BMC Portal, Joomla, SPIP.
Good analytical skills.
Ability to listen, good interpersonal and communication skills, a service awareness and a team player.
The working languages of the Agency are French and English. For this particular post, the candidate must have an excellent command of French and a working knowledge of English.
ADDITIONAL INFORMATION
 
An initial selection will be made by a Selection Committee on the basis of the candidates' qualifications and experience. Thereafter, those candidates considered suitable may be invited to assessment and interviews.
The selected candidate will be offered a contract of three years. The contract may be renewed once for a fixed period of not more than three years. Before being confirmed in his/her post, the selected candidate will have to complete a probationary period of 9 months.
The contract will be governed by the provisions of the "Conditions of Employment of Contract Staff at EUROCONTROL". The generic post is: Specialist.
