EASA - Research Project: Effectiveness of Flight Time Limitations (FTL)


The main purpose of the contract is to add to, and subsequently wrap up, the work performed during the previous contract for the review of the effectiveness of flight and duty time limitations and rest requirements contained in Annexes II and III of Commission Regulation (EU) No 965/2012. This includes an assessment of the impact on aircrew alertness of:

1) the following aircrew duty periods:

a. duties of more than 13 hours at the most favourable time of the day;

b. duties of more than 11 hours for crew members in an unknown state of acclimatisation;

c. duties including a high level of sectors (more than 6) and

d. on-call duties such as standby or reserve followed by flight duties.

2) controlled rest: this includes an analysis of the conditions and circumstances under which aircrew members take controlled rest.

EASA shall assist the tenderer with liaising with Member States, operators and crew organisations for the purposes of the performance of the work encompassed within this tender.
