The EUROCONTROL Network Manager (NM) will develop a new contingency system to reduce the negative impact of system failures on flight planning in Europe. The current NM Flight Planning Service has two identical Integrated initial Flight plan processing System (IFPS), one running as ‘responsible’ and the other running as ‘backup’. The NM Flight Planning Service has a full contingency measure for when one of the two IFPS systems is not available. The problem with the current contingency measure is that it does not cater for the eventuality of a complete IFPS outage (both systems). Although the likelihood of a simultaneous, extended outage of both IFPS systems is very low, the impact of such an outage is significant.
Due to the significant impact, the NM has decided to invest in a Flight Planning Contingency Service (FPCS) as an additional protection.
The FPCS is intended to be applied in all EUROCONTROL Member States that are currently served by the NM IFPS.
