EUROCONTROL - Provision of meteorological geopotential altitude estimates for aircraft height keeping performance monitoring

In accordance with the EU Network Manager Implementation Rule 2019/123 article 7, and commitments to ICAO European Aviation System Planning Group, EUROCONTROL operates the EUR Regional Monitoring Agency. One responsibility of the EUR RMA is to monitor aircraft technical height keeping performance. This is performed by comparing the measured geometric height of the aircraft against the geopotential altitude of the assigned flight level. Geopotential Altitude data is derived from specialised numerical weather prediction models as utilised by Meteorological data service providers.

The Technical Specification is separated into two parts, provision of data for existing Height Monitoring Units (Part 1) and wide area coverage of the European region for a proposed ADS-B monitoring system (Part 2).
