Welcome to this ‘Special Bulletin’ on Collaborative Decision Making (CDM)
published by ATC Network.
Every day airlines, airports and ANSPs rely on each other to move people,
goods and services around the world safely and efciently. Yet despite the
symbiotic nature of this relationship, each member of the aviation value chain
operates without the necessary knowledge or information for maximising
their collective performance.
I am often asked what ANSPs are doing to improve ATM efciency and cost-
efectiveness and I am happy to describe the countless initiatives underway,
but what is often overlooked is the fact that ATM capacity relies on airport
throughput. Poor runway utilisation or restrictions, lack of gate capacity,
ground support delays and weather conditions all impact ATM performance.

CDM can address these issues and improve overall system efciency by sharing time-stamped data
among ANSP and airport stakeholders in real time. I saw the impressive benefts of CDM for the frst time
in the late nineties in the US and remain fully convinced that it is an essential tool for our industry. Here in
Europe, DFS, the ANSP for Germany, launched its CDM project in 2004 and steady improvements in
operational efciency have been demonstrated at Frankfurt and Munich airports. You can fnd out more
on pages 12-13.
Similarly, we are all aware that weather conditions can threaten aviation system performance. David
Gibbs, Aviation Business Manager at the UK Met Ofce describes how CDM can help multiple stakeholders
achieve common situation awareness and improve safety on pages 18-19.
CANSO is committed to promoting CDM as part of its Waypoint 2013 Strategy, adopted last March, and
in support of the ICAO Aviation System Block Upgrade concept launched this past September. In 2010 we
teamed up with ACI Europe and Eurocontrol to gain further momentum. Together, we set a target of full
CDM implementation at 10 airports by the end of 2011. Although it now looks like this target was too
ambitious, we have learned a lot over the past year.Wemust fnd ways to improve cross industry collaboration.
The article on pages 14-15 provides a good summary of the challenges we have faced.
Today CANSO remains fully committed to promoting CDM to transform ATM performance and I look
forward to discussing the challenges with our airline partners during the ACI Airports Exchange conference
in Abu Dhabi. We also plan to hold a special CDMmeeting with ACI Europe and Eurocontrol in the frst
quarter of 2012 and I hope to see you there.

It’s hard to think that CDM has been with us for more than 10 years already—the picture on page 9
certainly brings back memories!—but I am certain that by sharing our common vision, building trust
and empowering all stakeholders, we will see much more rapid progress in the near future.
