Russia Gears up to Commission Cutting-edge All-weather Air Traffic Surveillance Systems

Russian engineers developed advanced air traffic surveillance radar equipment capable of cutting commissioning and operational costs by half. Rosaviatsia, Russia’s aviation regulator, granted the Type Certificate for the integrated system on December, 12. 

The advanced multilateration surveillance system (MLAT) was deployed for tests at Pulkovo, St. Petersburg, an airport notorious for its complexity.

CRTS’ Almanac integrated MLAT provides en-route, TMA, approach, and surface surveillance in all modes approved by ICAO for international operations. Researches carried out by Eurocontrol suggest that such systems can cut expenses of Air Navigation Service Providers (State ATM Corporation in Russia) for acquisition and operation of surveillance systems by 50 percent and have direct impact on air carriers, reducing their expenditures.

Europe’s SESAR (Single European Sky ATM Research), an ATM project already in progress, aims at phasing in MLAT-based solutions for surveillance infrastructure optimization. Now that similar equipment is certified and ready for production and domestic distribution in Russia, the country enjoys equal opportunities. Early in October 2016, a tender for outfitting Cuba’s airport resulted in the win of the Russian system, proving its export potential.

The Almanac can be deployed as an HMU. To have this capability is Russia’s obligation to the international aviation community under the Regional Monitoring Agency Eurasia (Eurasia RMA). Transition to MLAT will mean switching from random to permanent 24/7 measurements and ultimately improvement of safety in conditions of reduced vertical separation minima (RVSM).
