Airwayz to Lead Large-Scale, Multi-Region and Multi-Operator Operations Across Israel Under the INDI3 National Drone Initiative

Israel is moving into the next stage of the National Drone Initiative as INDI3 begins real operational activity across multiple urban regions. The new phase shifts from controlled demonstrations to continuous, real-world drone operations carried out by municipalities, logistics providers and emergency services. Airwayz has been selected to manage the majority of the operational, technological and multi-operator activity nationwide through its Dynamic UTM system.

Backed by a national investment of 17 million NIS, INDI3 introduces drone activity on demand
across different environments while requiring real-time coordination between multiple operators.
Airwayz’s platform approves flights, manages airspace and provides a unified operational
picture for cities participating in the programme.

In this stage, urban authorities such as Kfar Saba, Raanana, Herzliya and others will operate
drone services for municipal, security, emergency and commercial missions. Additional
deployments include logistics corridors, manned and unmanned aviation activities, detection of
non-cooperative drones and commercial operations in high-density areas such as Tel Aviv’s
Park HaYarkon. All programmes operate simultaneously and rely on a system capable of
national-scale management.

Israel Innovation Authority CEO Dror Bin highlighted the importance of this transition. “We are
entering a stage that brings Israel closer to the next generation of air transportation and aerial
services. This is a phase in which industry and government learn together how a managed and
safe airspace will operate, and how companies integrate into the infrastructure through a
continuous, controlled process. We see significant potential in applications such as early wildfire
detection, safety monitoring on construction sites, protection of critical facilities, real-time traffic
oversight and advanced logistics that shorten delivery times and improve efficiency.”
Minister of Transport Miri Regev stated, “This step forward in the National Drone Initiative
reinforces Israel’s leading position at the forefront of technological, operational and regulatory
development.”

Airwayz CEO Eyal Zor explained the company’s role in enabling the shift to full-scale

all multi-operator missions nationwide.”
