ICAO’s European Air Navigation Planning Group endorses Implementation Monitoring Report

EUROCONTROL has developed, in close cooperation and partnership with ICAO Europe, a comprehensive Implementation Monitoring Report on the Global Air Navigation Plan (GANP) covering the ICAO Aviation System Block Upgrade (ASBU) Block 0 modules. ICAO Europe is the biggest ICAO Region in terms of number of States accredited. It counts 55 countries that span from the most western till the far east of the European continent, including the Russian Federation. Morocco, Algeria, Tunisia and Israel are covered as well.

The third edition of the ICAO EUR Implementation Monitoring Report includes progress information for all 55 States accredited to the Region.

Two complementary processes were used to collect the monitoring data required for the preparation of the report. The main input was the information submitted by ECAC States participating in the EUROCONTROL Local Single Sky Implementation (LSSIP) mechanism, while for the remaining non-ECAC States data was collected using a tailored monitoring questionnaire.

The report was endorsed by States at the ICAO European Air Navigation Planning Group (EANPG) meeting in Paris, on 1 November, is a key document and companion of the European Air Navigation Plan (eANP). The meeting noted the impressive collaboration required to achieve the timely completion of the ICAO/EUROCONTROL ASBU implementation monitoring report and avoid duplication of effort.

What are the main findings of the report?

ATM activities in the context of Airborne Collision Avoidance Systems (B0-ACAS) have reached a very good progress of implementation (73%), followed by Continuous Descent Operations (B0-CDO) and Ground-based Safety Nets (B0-SNET) with 43% of implementation rate.

There was a significant evolution of the monitoring report over the last years thanks to the important commitment and contribution of all ICAO EUR States in cooperation with EUROCONTROL.
