FAB CE Project Support Office contract awarded to APAC, which will provide the service with partner Helios

The Austrian, Czech and Hungarian Air Navigation Service Providers (ANSPs) have commissioned ATM consultancies APAC and Helios to support the management of the FAB CE initiative, which addresses the legal establishment, implementation and start of operations of a Functional Airspace Block in seven Central European countries: Austria, Bosnia & Herzegovina, Croatia, Czech Republic, Hungary, Slovakia and Slovenia.
The multi-national PSO team proposed by APAC and Helios will provide project management services to the FAB CE initiative until the end of 2012, with the option to extend the contract on a yearly basis for another 3 years. The team will provide support with regard to meeting the end-2012 deadline for setting up FAB CE, as well as preparing the implementation of the FAB and its operational life.

The APAC and Helios team has extensive experience in consulting and managing projects for ANSPs, for national supervisory authorities (NSAs), as well as for other organisations involved in air traffic management, such as the European Commission and the military. They have worked extensively on previous assignments for FAB CE, including developing a cost-benefit analysis and a scheme for managing FAB performance, supporting FAB CE in applying for EU funds, managing the coordination with the TEN-T Executive Agency, setting up and implementing program cost controlling and progress reporting. The team consists of international experts with many years of experience in ATM operations, technology, safety, performance, HR and programme management.
