FABEC Social Dialogue Manager underlines importance of open exchange

Functional Airspace Block Europe Central (FABEC) has appointed Philippe Pusset, DSNA advisor of the director of Strategy & Resources Directorate, as the new Social Dialogue Manager, taking over this role from Catherine Bichara, Skyguide Head of Inclusion and Diversity. The social dialogue programme reinforces Europe’s commitment to competitiveness, fairness, economic prosperity and social well-being. It encourages the open exchange of views between social partners in three ways:

  • The first and most formal layer is the Social Dialogue Committee, comprising FABEC member CEOs and representatives from staff unions, responsible for decision-making;
  • the second layer consists of meetings and workshops that address specific topics and generate discussion and mutual understanding; and,
  • a third layer takes the form of bilateral meetings between the social dialogue manager and staff representatives on specific FABEC topics.


Sharing ideas helps to improve understanding between different groups and contributes to problem solving and awareness across separate areas of the business. The social dialogue manager coordinates these activities and ensures the consistency and continuity of these relations. The latest appointment ensures information continues to flow between the working management, different institutions, and operational staff.

“An efficient and structured social dialogue is a key contributor in the successful implementation and operation of FABEC,” said Philippe Pusset. “Securing the buy-in of FABEC social partners as well as local and national staff representatives through their early involvement in FABEC projects is vital for their successful implementation. Through the social dialogue committee, staff representatives are regularly informed of developments about FABEC and their impact. They can make suggestions and have an opportunity to influence decision-making by managers.”
