FABEC States welcome stakeholders for consultation on Performance Plan for RP3

FABEC States under the current Swiss presidency consulted stakeholders on the revised draft Performance Plan for the third reference period (RP3; 2020-2024). FABEC is currently the only Functional Airspace Block (FAB) submitting jointly a performance plan. Due to the complexity and close interconnection of the airspace in the core area of Europe, regional coordination is considered conducive to meeting safety, capacity and environmental targets, which deliver the objectives of the SES, such as a more sustainable aviation.

The EU-wide targets for RP3 were initially agreed by the Single Sky Committee on 1 April 2019. Due to the impact of the COVID-19 pandemic on the aviation industry the European Commission adopted on 2 June 2021 Commission Implementing Decision (EU) 2021/891 containing revised EU-wide performance targets for RP3. These targets will form the basis of the European Commission’s assessment of national and FAB performance plans considering local circumstances.
Today’s consultation of the FABEC Performance Plan covers safety, environment and capacity incorporating a financial incentive scheme to stimulate en route capacity performance. Financial cost-efficiency was dealt with at national level.

The main objective of FABEC in developing the proposed targets has been to support the recovery of air transport after the pandemic. FABEC States recognise that it will be challenging to meet the targets, in particular in the context of traffic recovery over the remaining years of RP3. Air traffic is likely to be uncertain and potentially volatile, with increased risks of higher than usual variability of its evolution over the network, over the year and over the day.
