Single Sky Committee gives favourable opinion on draft EC Regulation on Aeronautical Data and Information Quality

On 14 October 2009, the European Commissions Single Sky Committee gave its unanimous support to a new interoperability Implementing Rule on Aeronautical Data and information Quality (ADQ).
The rule supplements the existing provisions of ICAO Annex 15 to meet Single European Sky (SES) data quality and interoperability performance requirements, notably to support new concepts of operations such as Precision-Area Navigation (P-RNAV). Specifically, the rule defines requirements for how data should be originated, transferred, handled and processed within the data supply chain to achieve required quality. In addition, it addresses interoperability requirements by the implementation of a common dataset and digital data exchange format. Under mandate from the European Commission, the rule development was led by experts from EUROCONTROL and is the result of more than two and half years of work, using the mechanisms of the EUROCONTROL Notice of Proposed Rule-making (ENPRM) process. Eduardo Morere Molinero, from the Single European Sky unit of the European Commission, explained that, An interoperable European ATM Network is a key component of the Single European Sky and ADQ is part of a series of successful regulatory actions by the European Commission to implement the SES interoperability Regulation. This is one of the most complex implementing rules developed so far and its success is due to the close cooperation we have enjoyed with the Commission and our stakeholders. Our focus is now on the need to provide support to stakeholders towards its implementation and particularly on providing means of compliance,, said Peter Green, Head of EUROCONTROLs SES Framework Development Unit.
