Missions of the ANACM

The missions of the National Civil Aviation Agency are defined in Article 2 of the current NACMA Code. This article states that the ANACM is responsible for: 

  • the implementation of the State's civil aviation policy;
  • the development, amendment and publication of the Civil Aviation Technical Regulations in accordance with the International Civil Aviation Organization (ICAO) Standards and Recommended Practices;
  • the publication once a year of a safety and security report containing information on the types of accidents, incidents or events identified;
  • monitoring the application of national regulations and international conventions signed and ratified by the Union of the Comoros relating to civil aviation;
  • oversight of civil aviation safety and security;
  • coordination and control of all national aeronautical activities and monitoring of international, continental and regional organizations involved in the field of civil aviation;
  • The negotiation of international agreements within the framework of the authorizations and social mandates conferred on the State;
  • The development and implementation of the civil aviation and air transport strategy in accordance with national and Community priority guidelines;
  • Management of the traffic rights portfolio resulting from the air agreements signed by the Civil Aviation of the Union of the Comoros;
  • Monitoring the management of the land assets of the State assigned to the Aviation
  • Monitoring the management of the State's aviation commitments
  • To ensure the promotion of civil aviation in the Union of the Comoros.

The activities of the Agency are governed by an annual letter of mission addressed to it by the Minister of Civil Aviation. This engagement letter sets specific performance indicators for the ANACM. These performance indicators are the main basis for assessing the performance of the Agency. The execution of the mission letter by the Minister of Civil Aviation is monitored through the evaluation of the semi-annual reports of activities produced by the NAALC on the basis of its activity program approved by the Civil Aviation Council. In addition, at the end of each financial year, the Civil Aviation Council assesses the engagement letter by a specialized independent audit firm. The Agency is an ex officio member of the commissions, assembled committees and councils whose object relates to its missions. Its representation is ensured by its Director General or his representative.
