About us

The Bosnia and Herzegovina Directorate of Civil Aviation as an authority responsible for performing regulatory functions and oversight in the area of civil aviation and air traffic control, was established in 1997 with a goal to respond to numerous obligations of Bosnia and Herzegovina as a Member State of the International Civil Aviation Organization (ICAO) and signatory to the Chicago Convention.

In addition, Bosnia and Herzegovina is a member of the European Civil Aviation Conference (ECAC) and a full member of the Joint Aviation Authorities (JAA) and European Organization for the Safety of Air Navigation, and there holds the observer status in the work of the European Aviation Safety Agency (EASA).

Bosnia and Herzegovina ratified the European Common Aviation Area (ECAA) Agreement and signed a working arrangement with EASA thus accepting the obligation to implement European Union regulations in the civil aviation area.

The BHDCA was established as part of the Ministry of Communications and Transport of Bosnia and Herzegovina (MKTBIH), and its organization and management, competences and responsibilities are regulated by the Aviation Law of Bosnia and Herzegovina and by the Regulation on amendments to the Regulation on the internal organization of MKTBIH.

Quality Policy Statement

BHDCA is committed to maintenance and enhancement of Quality Management System in accordance with the international recommendations, standards (ICAO SARPs) and requirements of ISО 9001, with the objective to provide for efficient and effective use of resources, identification and prevention of risks, understanding and meeting of requirements of all involved and interested parties, as well as reaching of organisation’s goals regarding quality of operations and provisions of services.

BHDCA will maintain and enhance communications between the participants in the civil aviation system (aviation organisations, individuals, the public, employees), it will seek to enable all of them to reach their satisfaction, always keeping in mind that the primary role of BHDCA is the provision of high level of safety and protection of environment and public interest.

We will involve all employees in the development of the organisation, use their knowledge and experience; we will highlight their contribution and provide for the environment in which all the employees will be motivated to achieve their full potential.

We will provide for the environment where all the employees continually improve their effectiveness and efficiency of the work processes and of our management system.

BHDCA monitors, reviews and directs activities of all of its organisational parts and individuals with the view of complete implementation of this Policy. Therefore, it is the responsibility of the management to make all the employees fully aware of this Policy, of their daily tasks, authorities and responsibilities for realization of this policy through daily activities, to provide for availability of information and resources and to maximally motivate them to reach the set objectives.

The defined Policy shall be subject to constant review by the management, which shall be obliged to persistently enhance the Policy and timely amend it in accordance with changes that occur in the business and social environment and to efficiently implement that enhanced and amended Policy through the Quality Management System.
