The purpose of the ETR contract is to provide emergency air/ground communication capability for air traffic control (ATC) operations during the catastrophic failure of the normal radio communication system. Communication failure might be experienced during the loss of ATC facility power or the failure of the inter/intra facility connectivity to the air/ground radio communications equipment. ETR also provides
emergency radio communication when a facility must be abandoned, e.g., in the event of facility fire, bomb threat, or severe weather. The ETR provides the air/ground communication capability during the first critical 60 minutes after these events occur. The ETR will replace the existing grab-n-go Transceiver Communications Equipment (TCEs) at all Air Traffic Control Towers (ATCTs), Terminal
Radar Approach Control (TRACON), and Alaskan Flight Service Stations.
